APPROVAL OF PLANNING COMMISSION MINUTES OF APRIL 15, 2015.

PUBLIC COMMENT PERIOD. (not to exceed a total of 15 minutes)

Each member of the audience may address the Commission on any subject within the Commission’s business. Each member of the audience and each subject is limited to discussion of three minutes or as otherwise directed by the Chair.

CONSENT CALENDAR. The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

 

1.               BARCELLUS PLAZA PERMIT AMENDMENT AT 502 BARCELLUS AVENUE. Review of an Amendment request (A2015-0009) by Burt Fugate for an extension of time, to previously approved Conditional Use Permit (U2008-032), on a 2.4 acre site in the CPO (Commercial Professional Office) zoning district.

2.               MONTIAVO CONDO CONVERSION AMENDMENT AT 2460 S RUBEL WAY. Review of an Amendment request (A2015-0011) by Santa Maria Partners, LLC for an extension of time to previously approved Planned Development Permit (PD2006-014) on an 18.2 acre site in the PD/R-2 (Planned Development/Medium Density Residential) zoning district.

3.               VERIZON MONO-PINE PLANNED DEVELOPMENT PERMIT AT 2660 SANTA MARIA WAY. Review of a Planned Development Permit (PD2014-0016) by GTE Mobilnet to install a 53-foot-tall monopine on a 2.7 acre site in a PD/C-2 (Planned Development/General Commercial) zoning district.

4.               HAYWARD LUMBER CONDITIONAL USE PERMIT AND MITIGATED NEGATIVE DECLARATION AT 807 W. MCCOY LANE. Review of a Mitigated Negative Declaration of the environmental impact and Conditional Use Permit (U2014-0041) for Rudy Lokkart to allow two Truss Manufacturing buildings (13,400 and 4,140 square feet) and outdoor storage on a 3.2 acre site in CM (Commercial/Manufacturing) and PD/CM (Planned/Development/Commercial/ Manufacturing) zoning districts.

STAFF RECOMMENDATION: By motion, approve the consent calendar.

5.               FAIRWAY DRIVE GENERAL PLAN LAND USE MAP AMENDMENT AND ZONE CHANGE AT ON WEST FAIRWAY DRIVE. Review of a Negative Declaration of the environmental impact and a General Plan Land Use Map Amendment and Zone Change (GPZ2015-0002) to allow general industrial uses on a 14.9 acre site.

 

STAFF RECOMMENDATION: That the Planning Commission:

1.  By resolution, recommend that City Council adopt a Negative Declaration;

2.  By resolution, recommend the City Council approve GPZ2015-0002.

6.               MISSION CREEK PLAZA GENERAL PLAN LAND USE MAP AMENDMENT AND ZONE CHANGE AT 2880 SANTA MARIA WAY. Review of a Negative Declaration of the environmental impact and a General Plan Land Use Map Amendment and Zone Change (GPZ2015-0001) for the existing Mission Creek Plaza to allow general commercial uses on a 1.1 acre site.

 

STAFF RECOMMENDATION: That the Planning Commission:

1.  By resolution, recommend that City Council adopt a Negative Declaration;

2.  By resolution, recommend the City Council approve GPZ2015-0001.

OTHER BUSINESS.

 

7.               AUTHORIZATION OF A GENERAL PLAN LAND USE MAP AMENDMENT, SPECIFIC PLAN AMENDMENT AND ZONE CHANGE FOR WESTGATE SENIOR HOUSING AT THE NORTHWEST CORNER OF BLOSSER ROAD AND BATTLES ROAD. Recommendation to the City Council to authorize a General Plan Amendment, Specific Plan Amendment and Zone Change for Towbes Group Inc. for a 189 unit senior housing project on 5.4 acres.

 

STAFF RECOMMENDATION: That the Planning Commission, by motion, recommend the City Council authorize GPZ2015-0003.
