CONSENT CALENDAR. The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

1.            ESTATES AT PACIFIC CREST PERMIT AMENDMENTS AT THE SOUTHEAST CORNER OF WEST BATTLES ROAD AND SOUTH BISCAYNE STREET. Review of a Permit Amendment (A2016-0042) to Planned Development Permit PD2004-002 and a Permit Amendment (A2017-0004) to Planned Development Permit PD2004-022 for Estates at Pacific Crest Homeowners Association regarding the review of exterior modifications within Estates at Pacific Crest I and II on a 28.3 and 21.5 acre site, respectively, in the PD/R-1 (Planned Development/Single Family Residential) district of the Blosser Southeast Specific Plan.

RECOMMENDATION: That the Planning Commission take the following actions:

1.         By motion, approve Permit Amendment A2016-0042; and

2.         By motion, approve Permit Amendment A2017-0004

2.            BRADLEY WEST PERMIT AMENDMENT AT THE NORTHEAST CORNER OF BETTERAVIA ROAD AND COLLEGE DRIVE. Review of a Permit Amendment (A2017-0003) for NKT Commercial to amend Planned Development Permit (PD2015-0021) to remove an access condition on a 13.3 acre site in a PD-f/C-2 (Planned Development/Freeway Tower/General Commercial) district of the Enos Ranchos Specific Plan.

RECOMMENDATION: That the Planning Commission, by motion, approve Permit Amendment A2017-0003.

3.            BRADLEY WEST TENTATIVE PARCEL MAP AT THE NORTHEAST CORNER OF BETTERAVIA ROAD AND COLLEGE DRIVE. Review of a Tentative Parcel Map (TR2016-0006) for NKT Commercial to subdivide Lot 14 of Tract 6000 into 5 lots on a 13.8 acre site in the PD-f/C-2 (Planned Development/Freeway Tower/General Commercial) district of the Enos Ranchos Specific Plan.

RECOMMENDATION: That the Planning Commission, by resolution, approve Tentative Parcel Map TR2016-0006.

4.            SUMMARY VACATION OF A PORTION OF CARMEN LANE TO ALLOW FOR REALIGNMENT OF CARMEN LANE AT WINDSET FARMS. Review of General Plan Conformance for the realignment of Carmen Lane between Black Road and E Street, resulting in new right-of-way dedication and a partial vacation of the existing right-of-way adjacent to Windset Farms properties in the Area 9 Specific Plan.

RECOMMENDATION: That the Planning Commission, by resolution, recommend approval of the proposed vacation of a portion of Carmen Lane near E Street.

RECOMMENDATION: That the Planning Commission, by motion, approve the consent calendar.

5.            VERIZON PLANNED DEVELOPMENT PERMIT AT NORTH RAILROAD AVENUE, NORTH OF WEST TAYLOR STREET. Review of a Planned Development Permit (PD2016-0018) for Verizon to allow a wireless telecommunication facility on an existing utility pole in a PD/RMH (Planned Development/Residential Mobile Home Park) district.

RECOMMENDATION: That the Planning Commission, by motion, approve Planned Development Permit PD2016-0018.

 

6.            revocation of a planned development permit and amendments at 804 north broadway. Consideration of revocation of a Planned Development Permit (PD2006-0026) and Amendment (A2015-0001) and Amendment (A2016-0005) for Rite Aid to construct a 17,240-square-foot commercial building with a drive-through pharmacy on a 3.2 acre site in a PD/C-2 (Planned Development/General Commercial) zoning district of the Entrada Specific Plan.

RECOMMENDATION: That the Planning Commission, by resolution, revoke Planned Development Permit PD2006-026, Amendment A2015-0001, and Amendment A2016-0005.

 

7.            EAST CHAPEL CAR WASH DOWNTOWN PERMIT AT 309 EAST CHAPEL STREET. Reconsideration of a Conditional Use Permit (U2015-0011) for East Chapel Car Wash for the demolition and reconstruction of an existing self-serve car wash on a 0.3 acre site in the Bungalow District of the Downtown Specific Plan, for revocation or to grant a Downtown Permit (DT2017-0003) to extend the expiration date.

RECOMMENDATION: That the Planning Commission take the following actions:

1.    By motion, approve Downtown Permit DT2017-0003; and

2.    By resolution, revoke Conditional Use Permit U2015-0011.
