APPROVAL OF PLANNING COMMISSION MINUTES OF NOVEMBER 15, AND DECEMBER 13, 2017.

Each member of the audience may address the Commission on any subject within the Commission’s business. CONSENT CALENDAR. The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

1.       WESTGATE MARKETPLACE PERMIT AMENDMENT AT THE NORTHWEST CORNER OF SOUTH BLOSSER ROAD AND WEST BATTLES ROAD. Reconsideration of Permit Amendment (A2016-0011) for the purpose of approving Permit Amendment (A2017-0029) to extend the expiration date for Westgate Marketplace commercial center on a 7.6 acre site in a PD/CC (Planned Development/Convenience Commercial) district of the Blosser-Southwest Specific Plan.

RECOMMENDATION: That the Planning Commission, by motion, approve Permit Amendment A2017-0029.

2.       CORE FITNESS AND PERFORMANCE CONDITIONAL USE PERMIT AT 3130 SKYWAY DRIVE. Review of a Conditional Use Permit (U2017-0017) for CORE Fitness and Performance to establish a one-on-one and semi-private personal fitness training facility in Suite 310 on a 15.0 acre site in a PD/M-1 (Planned Development/Light Manufacturing) district.

RECOMMENDATION: That the Planning Commission, by motion, approve Conditional Use Permit U2017-0017.

RECOMMENDATION: That the Planning Commission, by motion, approve the consent calendar.

3.       CRACKER BARREL PLANNED DEVELOPMENT PERMIT AT THE NORTHEAST CORNER OF BETTERAVIA ROAD AND BRADLEY ROAD. Review of a Planned Development Permit (PD2017-0006) for Cracker Barrel to construct a 10,486-square-foot restaurant on a 0.6 acre site in a PD-F/C-2 (Planned Development/Freeway Tower/General Commercial) district of the Enos Ranchos Specific Plan.

RECOMMENDATION: That the Planning Commission, by motion, approve Planned Development Permit PD2017-0006.

4.       GIACHETTO GENERAL PLAN LAND USE MAP AMENDMENT, ZONE CHANGE, AND SPECIFIC PLAN AMENDMENT AT 121 WEST JONES STREET. Review of (1) a Negative Declaration, (2) a General Plan Land Use Map Amendment and Zoning Map Amendment (GPZ2017-0003), and (3) a Specific Plan Amendment (SPZ2017-0001), for Richard Giachetto to incorporate a 0.1 acre site in the Gateway District of the Downtown Specific Plan.

RECOMMENDATION: That the Planning Commission take the following actions:

1.  By resolution, recommend the City Council adopt a Negative Declaration;

2.  By resolution, recommend that the City Council approve a General Plan Land Use Policy Map Amendment and Zoning Map Amendment GPZ2017-0003; and

3.  By resolution, recommend that the City Council approve a Specific Plan Amendment SPZ2017-0001.

5.       DOIRON TENTATIVE PARCEL MAP AT 1790 NORTH BROADWAY. Review of a Tentative Parcel Map (TR2017-0005) for Daniel Doiron to subdivide a 1.8 acre parcel into two commercial lots in a PD/C-2 (Planned Development/General Commercial) district of the Entrada Specific Plan.

RECOMMENDATION: That the Planning Commission, by resolution, approve Tentative Parcel Map TR2017-0005.

6.       TECHNICAL AMENDMENTS TO TITLE 12 OF THE CITY’S ORDINANCE. Review of proposed technical amendments to Section 12-09.03 and to the City’s shopping cart containment ordinance to Title 12: Zoning Ordinance (Z2018-0001).

RECOMMENDATION: That the Planning Commission, by resolution, recommend that the City Council approve Zoning Text Amendment Z2018-0001.

RECOMMENDATION: That the Planning Commission, by motion, elect a:

2.     Vice-Chair

3.     Subdivision Committee Member

4.     Downtown Revitalization Committee Member
