This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. In order for the City to make reasonable accommodation arrangements for the use of this assisted listening equipment, notification is required by at least 4:00 p.m. the Friday before the meeting by calling 925-0951, extension 307. This equipment can also be used for translation by Spanish-only speaking persons. 1.            CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.      EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR SANTA MARIA VILLAGE SENIOR APARTMENTS, 450 AND 460 WEST STOWELL ROAD, PD-2008-001, E-2008-001. Review of a request for an extension of time for a Planned Development Permit to allow the construction of a 27,112 square foot, 2-story independent living senior housing development with 60 dwelling units, on a 1.85 acre property, in a PD/R-3 (Planned Development/High Density Residential) zoning district, Assessor's Parcel No. 117-250-023.  (Planner: Greg Stones)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year.

2.                  CONDITIONAL USE PERMIT FOR THE DANCE STUDIO, 2601 SKYWAY DRIVE, UNIT C, U-2010-025, E-2010-043. Review of a Conditional Use Permit to allow the establishment of a dance studio in an existing building, in a PD/M-1 (Planned Development/Light Industrial) zoning district, Assessor’s Parcel No. 111-730-002. This project qualifies for a Class 1 categorical exemption. No further environmental review is required. (Planner: Frank Albro)

3.                  CONDITIONAL USE PERMIT FOR A CHURCH, FOR CENTRO CRISTIANO PAN DE VIDA, 331 SOUTH OAKLEY STREET, U-2009-038, E-2009-051. Review of a Conditional Use Permit to allow the establishment of a church in an existing 5,540 square foot building, in an R-2 (Medium Density Residential) zoning district, Assessor’s Parcel Nos. 123-064-017 and 123-064-008. The project qualifies for a Class 1 categorical exemption. No further environmental review is required. (Planner: Neda Zayer)

4.                  AMENDMENT TO A CONDITIONAL USE PERMIT FOR THE SANTA MARIA VALLEY HUMANE SOCIETY, 1687 WEST STOWELL ROAD U-2008-055, E-2008-060. Review of an amendment to a Conditional Use Permit to allow the construction of a new 9,676 square foot adoption center, a 2,671 square foot spay and neuter clinic, a 2,449 square foot Vet Tech facility, kennels, and caretaker’s quarter, in a PF (Public Facilities) zoning district, Assessor’s Parcel No. 117-191-013. A finding of conformance to a certified EIR was prepared for this project (Santa Maria Wastewater Treatment Plant Expansion, E-2005-012, SCH # 2005121 171) in accordance with section 15162 of the CEQA guidelines. No further environmental review is required. (Planner: Neda Zayer)
