This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. In order for the City to make reasonable accommodation arrangements for the use of this assisted listening equipment, notification is required by at least 4:00 p.m. the Friday before the meeting by calling 925-0951, extension 307. This equipment can also be used for translation by Spanish-only speaking persons. APPROVAL OF PLANNING COMMISSION MINUTES OF MARCH 16, 2011.

Each member of the audience may address the Commission on any subject within the Commission’s business. Each member of the audience and each subject is limited to discussion of three minutes or as otherwise directed by the Chair.

 

 

1.            CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.      EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE MONTIAVO CONDOMINIUM CONVERSION, 2460 S. RUBEL WAY, PD-2006-014, E-2006-055. Review of a request for a one-year time extension for a Planned Development Permit to allow the conversion of 208 multi-family rental units to airspace condominiums, located within a PD/R-2 (Planned Development/Medium Density Residential) zoning district, Assessor’s Parcel No. 128-128-010. (Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to March 19, 2012.

b.      EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR BLOSSER COMMERCIAL #2, 715 SOUTH BLOSSER ROAD, PD-2007-001, E-2007-004. Review of a request for a one-year extension of time for a Planned Development Permit to allow the construction of a 34,281 square foot industrial building, located in a PD/CM (Planned Development/Commercial Manufacturing) zoning district, Assessor's Parcel No. 117-190-058. (Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to December 6, 2011.

c.            EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR SKYWAY BUSINESS PARK, 3070 AND 3130 SKYWAY DRIVE, PD-2007-016, E-2007-052. Review of a request for a one-year extension of time for an existing multi-tenant industrial complex that proposes to subdivide two lots into ten lots under Tract 5931; some of the lots would be smaller than the 15,000 square foot minimum allowed by the current PD/M-1 (Planned Development/Light Manufacturing) zoning district, Assessor’s Parcel Nos.111-292-001 and -022. (Planner: Bill Scott)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to April 3, 2012.

 

PUBLIC HEARINGS:

2.            CONDITIONAL USE PERMIT FOR RUDY’S AUTO DISMANTLING, 807 WEST MAIN STREET, U-2011-009, E-2011-008. Review of a Conditional Use Permit to allow the establishment of a vehicle dismantling business for parts for wholesale and resale, and outside storage in a PD/CM (Planned Development/Commercial Manufacturing) zoning district, Assessor’s Parcel No. 119-253-013. This project qualifies for a Class 1 and 3 categorical exemption. No further environmental review is required. (Planner: Greg Stones)

3.            TENTATIVE PARCEL MAP FOR SIENA APARTMENTS, LOCATED AT THE NORTHWEST CORNER OF BLOSSER ROAD AND SONYA LANE, TRACT 5970, E-2010-014. Review of a tentative parcel map to create one (1) lot that would be 10.75 acres in size, located in a PD/R-3 (Planned Development/High Density Residential) zoning district, various Assessor's Parcel Numbers. The environmental impacts of the Siena Apartments have been adequately addressed in a Final Environmental Impact Report (EIR), E-88-10, and the Supplement to the EIR, E-2003-022, (SCH#90010930) for the City of Santa Maria Sphere of Influence Boundary Amendment and Concurrent Annexation Project certified on September 1, 1992. No further environmental review is required. (Planner: Brian Halvorson)

4.            PLANNED DEVELOPMENT PERMIT FOR SIENA APARTMENTS LOCATED AT THE NORTHWEST CORNER OF BLOSSER ROAD AND SONYA LANE, PD-2010-003, E-2010-013. Review of a Planned Development Permit for construction of 211 apartments, including a community center, pool, spa, play equipment and landscaped open space, in a PD/R-3 (Planned Development/High Density Residential, 211 dwelling units maximum) zoning district, various Assessor Parcel Numbers. The environmental impacts of the Siena Apartments have been adequately addressed in a Final Environmental Impact Report (EIR), E-88-10, and the Supplement to the EIR, E-2003-022, (SCH#90010930) for the City of Santa Maria Sphere of Influence Boundary Amendment and Concurrent Annexation Project certified on September 1, 1992.
