This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. In order for the City to make reasonable accommodation arrangements for the use of this assisted listening equipment, notification is required by at least 4:00 p.m. the Friday before the meeting by calling 925-0951, extension 307. This equipment can also be used for translation by Spanish-only speaking persons. a.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR BLOSSER COMMERCIAL #2, 715 SOUTH BLOSSER ROAD, PD-2007-001, E-2007-004. Review of a request for an extension of time for a Planned Development Permit to allow construction of a 34,281 square foot industrial building in a PD/CM (Planned Development/Commercial/Manufacturing) zoning district, Assessor's Parcel No. 117-190-058. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to December 6, 2012.

b.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE SANTA MARIA FREEWAY CENTER, 1000 EAST BETTERAVIA ROAD, PD-2002-020, E-2002-041. Review of a request for an extension of time for a Planned Development Permit to allow construction of one gas station (with mini-mart and drive-thru car wash), two drive-thru restaurants, one conceptual sit-down restaurant and a multi-tenant building in a PD/FS (Planned Development/Freeway Service) zoning district, Assessorís Parcel Nos. 128-136-008 and 128-136-009. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to December 3, 2012.

c.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE SANTA MARIA FREEWAY CENTER INTERCHANGE DIRECTORY SIGN, 1000 EAST BETTERAVIA ROAD, PD-2008-010, E-2008-052. Review of a request for an extension of time for a Planned Development Permit to allow construction of a 70-foot high, 193 square-foot interchange directory sign in a PD/FS (Planned Development/Freeway Service) zoning district, Assessorís Parcel No. 128-136-009. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to January 15, 2013.

d.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR AMERICAíS TIRE STORE, 1226 SOUTH BROADWAY, PD-2009-001, E-2009-006. Review of a request for an extension of time for a Planned Development Permit to allow the construction of a 1,348 square foot addition to an existing retail tire store in a PD/C-2 (Planned Development/General Commercial) zoning district, Assessorís Parcel No. 125-251-38. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to November 20, 2012.

PUBLIC HEARINGS:

2.                  CONDITIONAL USE PERMIT FOR IGLESIA INTERNACIONAL CASA DE DIOS, 2360 A STREET, U-2010-024, E-2010-040.Review of a Conditional Use Permit to allow the expansion of an existing church use in an existing building, where the additional required parking is provided off-site. This project is in a PD/CM (Planned Development/ Commercial/Manufacturing) zoning district, Assessorís Parcel No. 111-040-022.This project qualifies for a Class 1 categorical exemption.No further environmental review is required. Review of a request for an operational time extension permitting the continuance of surface mining of up to 220,000 cubic yards of riverbed material and reclamation activities occurring annually, from May 1 through October 1, in an OS (Open Space) zoning district, Assessorís Parcel Nos. 128-033-008, -015, 128-094-002, -004, -009, -044, and -046.
