This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. In order for the City to make reasonable accommodation arrangements for the use of this assisted listening equipment, notification is required by at least 4:00 p.m. the Friday before the meeting by calling 925-0951, extension 307. This equipment can also be used for translation by Spanish-only speaking persons. To allow the City to coordinate and request a Spanish translator from the volunteer corps, call 925-0951, extension 307 by 1:00 p.m. on Tuesday before the meeting. APPROVAL OF PLANNING COMMISSION MINUTES OF DECEMBER 15, 2010.

 

 

PUBLIC COMMENT PERIOD (not to exceed a total of 15 minutes):

Each member of the audience may address the Commission on any subject within the Commission’s business. Each member of the audience and each subject is limited to discussion of three minutes or as otherwise directed by the Chair.

 

 

1.            CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.      EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR CENTENNIAL SQUARE, SOUTHWEST CORNER OF MILLER STREET AND PLAZA DRIVE, PD-2005-019, E-2005-052. Review of a request for an extension of time for a Planned Development Permit to allow construction of 72 residential condominium units and a mixed use building containing 9,095 square feet of commercial office and seven residential apartment units in a PD/CPO (Planned Development/Commercial Professional Office) and a PD/R-3 (Planned Development/High Density Residential) zoning district, Assessor's Parcel No.: 128-066-003. (Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to December 7, 2011.

b.      TENTATIVE PARCEL MAP FOR SIENA APARTMENTS, LOCATED AT THE NORTHWEST CORNER OF BLOSSER ROAD AND SONYA LANE, TRACT 5970, E-2010-014. Review of a tentative parcel map to create one (1) lot that would be 10.75 acres in size in a PD/R-3 (Planned Development/High Density Residential) zoning district. Various Assessor's Parcel Numbers. The environmental impacts of the Siena Apartments were adequately addressed in a Final Environmental Impact Report (EIR), E-88-10, and the Supplement to the EIR, E-2003-022, (SCH#90010930) for the City of Santa Maria Sphere of Influence Boundary Amendment and Concurrent Annexation Project certified on September 1, 1992. No further environmental review is required. (Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the request for continuance to the Planning Commission meeting on April 6, 2011.

c.      PLANNED DEVELOPMENT PERMIT FOR SIENA APARTMENTS, LOCATED AT THE NORTHWEST CORNER OF BLOSSER ROAD AND SONYA LANE, PD-2010-003, E-2010-013. Review of a Planned Development Permit for construction of 211 apartments, including a community center, pool, spa, play equipment and landscaped open space, in a PD/R-3 (Planned Development/High Density Residential, 300 dwelling units maximum) zoning district, various Assessor Parcel Numbers. The environmental impacts of the Siena Apartments were adequately addressed in a Final Environmental Impact Report (EIR), E-88-10, and the Supplement to the EIR, E-2003-022, (SCH#90010930) for the City of Santa Maria Sphere of Influence Boundary Amendment and Concurrent Annexation Project certified on September 1, 1992. PUBLIC HEARINGS:

2.            CONDITIONAL USE PERMIT FOR COLE ENTERPRISES, LLC, FOR SCREENED OUTDOOR STORAGE AND A TRUCK TERMINAL, 1525 WEST BETTERAVIA ROAD, U-2009-002, E-2009-003. Review of a Conditional Use Permit to allow a screened materials storage yard(s); trucking terminals, including outdoor truck storage; a diesel fuel tank/dispenser; indoor vehicle maintenance and repair; contractors yards; associated offices uses; limited outdoor maintenance and servicing; limited retail; driveways and parking, in a PD/CM (Planned Development/Commercial Manufacturing) zoning district, Assessor’s Parcel No. 117-320-008. The project qualifies for a Class 1 categorical exemption. No further environmental review is required. (Planner: Bill Scott)

3.            CONDITIONAL USE PERMIT FOR MISSION CREEK COMMERCIAL MIXED USE, 2880 SANTA MARIA WAY, U-2010-038, E-2010-056. Review of a Conditional Use Permit to establish mixed use in an existing 13,720 square foot building, located in a PD/CC (Planned Development/ Convenience Center) zoning district, Assessor’s Parcel No. 109-010-035. This project qualifies for a Class 1 and 3 categorical exemptions.  No further environmental review is required. (Planner: Greg Stones)
