This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. In order for the City to make reasonable accommodation arrangements for the use of this assisted listening equipment, notification is required by at least 4:00 p.m. the Friday before the meeting by calling 925-0951, extension 307. This equipment can also be used for translation by Spanish-only speaking persons. a.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE RICE DEPOT MERCADO, WEST OF DEPOT STREET, NORTH OF MORRISON AVENUE AND EAST OF THE SANTA MARIA VALLEY RAILROAD, PD-2009-003, E-2008-011. Review of a request for an extension of time for a Planned Development Permit to allow the construction of 30,804 square feet of retail commercial, an 8,274 square foot grocery store, 9,347 square feet of office, ten residential apartments and 17,426 square feet of commercial manufacturing in a PD/C-2 (Planned Development/General Commercial) and PD/CM (Planned Development/ Commercial Manufacturing) zoning district, Assessorís Parcel Nos. 123-150-003, -004, and -014. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to September 17, 2012.

b.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR SANTA MARIA VILLAGE SENIOR APARTMENTS, 450 AND 460 WEST STOWELL ROAD, PD-2008-001, E-2008-001. Review of a request for an extension of time for a Planned Development Permit to allow the construction of a 27,112 square foot, 2-story independent living senior housing development with 60 dwelling units on a 1.85 acre property in a PD/R-3 (Planned Development/High Density Residential) zoning district, Assessor's Parcel No. 117-250-023. (Project Planner: Greg Stones)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to September 18, 2012.

c.                  EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR REGAL/EDWARDS THEATER (GALAXY THEATER), 100 TOWN CENTER EAST, PD-2005-015, E-2005-049. Review of a request for an extension of time for a Planned Development Permit to allow the construction of a 14-plex theater in the SP-Town Center (Specific Plan-Town Center) zoning district, Assessorís Parcel No. 125-320-047. (Project Planner: Neda Zayer)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to October 16, 2012.

2.                  CONDITIONAL USE PERMIT FOR TRANSMISSION EXCHANGE FOR A TRANSMISSION REPAIR AND INSTALLATION SHOP, 500 WEST BOONE STREET, U-2011-024, E-2011-026. Review of a Conditional Use Permit to allow the establishment of a transmission repair and installation shop in an existing building in a CM (Commercial Manufacturing) zoning district, Assessorís Parcel No. 123-123-005. The project qualifies for a Class 1 categorical exemption. No further environmental review is required. (Project Planner: Neda Zayer)

Review of a tentative parcel map to subdivide two (2) lots totaling 4.33 acres into three (3) individual lots that are 0.80, 1.5 and 2.03 acres in size, located in the CM (Commercial Manufacturing) and PD/C-2 (Planned Development/General Commercial) zoning districts, Assessorís Parcel Nos. 119-261-005, -007, and -008. This project qualifies for a Class 15 categorical exemption.No further environmental review is required. (Project Planner: Greg Stones)

4.                  PLANNED DEVELOPMENT PERMIT FOR DARIO PINI FOR A MOTEL EXPANSION, 1311 NORTH BROADWAY, PD-2011-001, E-2011-004. Review of a Planned Development Permit to allow the conversion of six-car parking spaces from garages to habitable living space at an existing 19-unit motel in a PD/C-2 (Planned Development/General Commercial) zoning district, Assessorís Parcel No. 119-063-010. This project qualifies for a Class 32 categorical exemption. No further environmental review is required. (Project Planner: Bill Shipsey)
