This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. APPROVAL OF PLANNING COMMISSION MINUTES OF FEBRUARY 15, 2012.

 

 

PUBLIC COMMENT PERIOD (not to exceed a total of 15 minutes):

Each member of the audience may address the Commission on any subject within the Commission’s business. Each member of the audience and each subject is limited to discussion of three minutes or as otherwise directed by the Chair.

 

 

1.                  CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.         EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR HERITAGE AT WESTGATE RANCH, NORTH OF BATTLES ROAD, SOUTH OF LA BREA AVENUE, EAST OF “A” STREET AND WEST OF BLOSSER ROAD, PD-2010-004, E-2010-021.  Review of a request for an extension of time for a Planned Development Permit to allow construction of 296 single family residential homes, a community park, play equipment and walking/bicycle trails, located in a PD/RSL-1 (Planned Development/Single Family Small Lot) zoning district, Assessor’s Parcel Number 117-240-029. (Project Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to April 20, 2013.

 

 

PUBLIC HEARINGS:

2.                  AMENDMENT TO THE ENTRADA ESTE SPECIFIC PLAN PERTAINING TO THE GENERAL COMMERCIAL (C-2) AND THE GENERAL COMMERCIAL (C-2)/AUTO OVERLAY ZONING DISTRICTS, SPZ-2010-002, E-2010-016.  Review of amendments to the Entrada Este Specific Plan to allow an apartment or living quarters for the owner, caretaker, or occupant of the building site as a conditionally permitted use in the General Commercial (C-2) and General Commercial (C-2)/Auto Overlay zoning districts. The environmental review for this project was completed as part of the Environmental Impact Report E-99-54. No further environmental review is required.  (Planner: Bill Scott)

STAFF RECOMMENDATION:  By resolution, recommend that the City Council adopt an ordinance amending the Entrada Este Specific Plan to:

1)     Revise Section 3.1.6.c (30) to add an apartment or living quarters for the owner, caretaker or occupant of the building site as a conditionally permitted use; and

2)     Revise Section 3.1.6.i relating to off-street parking for an apartment or living quarters for the owner, caretaker or occupant of the building site as a conditionally permitted use; and

3)     Revise Section 3.1.6.l to add an apartment or living quarters for the owner, caretaker or occupant of the building site as a conditionally permitted use in the General Commercial (C-2)/Auto Overlay zoning district.

 

3.                  CONDITIONAL USE PERMIT FOR THE HONDA AUTO DEALERSHIP, 2175 SOUTH BRADLEY ROAD, U-2010-014, E-2010-016. Review of a Conditional Use Permit to allow an apartment or living quarters for the owner, caretaker, or occupant of the Honda Auto Dealership located in a PD/C-2/Auto Overlay (Planned Development/General Commercial/ Auto Overlay) zoning district, Assessor’s Parcel Number 128-136-041. The environmental review for this project was completed as part of the Environmental Impact Report E-99-54. No further environmental review is required. (Project Planner: Bill Scott)

STAFF RECOMMENDATION: Open the public hearing and take public testimony on this item, and continue this item to the May 16, 2012, Planning Commission meeting to allow the City Council time to take action on the Entrada Este Specific Plan amendments, SPZ-2010-002.

4.                  CONDITIONAL USE PERMIT FOR SA RECYCLING, LLC FOR A RECYCLING FACILITY INCLUDING OUTDOOR STORAGE, 700 WEST FESLER STREET, U-2011-011, E-2011-009.  Review of a Conditional Use Permit to allow the establishment of a recycling facility including screened outdoor storage in a CM (Commercial Manufacturing) zoning district, Assessor’s Parcel Nos. 119-221-002, -003, and -004. This project qualifies for a Class 1 and Class 2 categorical exemption. No further environmental review is required. STAFF RECOMMENDATION: That the Planning Commission take the following actions:

1)     Open the public hearing of the proposed SA Recycling conditional use permit; and

2)     Receive public testimony; and

3)     By motion, either:

a)     Continue to the Planning Commission meeting of April 18, 2012 to allow completion of the traffic impact analysis; or

b)     Remove from the agenda to allow for the completion of further studies and analysis of the project, at the completion of which the project will be agendized for a future Planning Commission public hearing date.
