This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Participation includes assistance under the Americans with Disabilities Act to provide an equally effective opportunity for individuals with a disability to participate in and benefit from City activities. For the hearing impaired, the City has assisted listening equipment available. For TDD (Telecommunications Devices for the Deaf) service, please call 800-735-2929. In order for the City to make reasonable accommodation arrangements for the use of this assisted listening equipment, notification is required by at least 4:00 p.m. the Friday before the meeting by calling 925-0951, extension 307. a.†††††††† EXTENSION OF TIME FOR A CONDITIONAL USE PERMIT FOR BARCELLUS PLAZA, 502, 510, AND 524 EAST BARCELLUS AVENUE, U-2008-032, E-2008-032. Review of a request for an extension of time for a Conditional Use Permit to allow the construction of three office buildings totaling 24,046 square feet on 2.37 acres located in a CPO (Commercial Office and Professional Office) zoning district, Assessorís Parcel Nos. 128-067-020, -021, -022, and -023. (Project Planner: Neda Zayer)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to April 15, 2013.

b.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE REFUGIO TOWNHOME DEVELOPMENT, NORTHWEST CORNER OF WEST MCCOY LANE AND PROFESSIONAL PARKWAY, PD-2006-004, E-2006-011. Review of a request for an extension of time for a Planned Development Permit to allow the construction of 125 attached townhome units on individual lots and one lot for associated common area facilities, in a PD/R-3 (Planned Development/High Density Residential) zoning district, located at the northwest corner of West McCoy Lane and Professional Parkway, Assessor's Parcel Nos. 111-060-015 and -081. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to June 5, 2013.

c.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE MONTIAVO CONDOMINIUM CONVERSION, 2460 SOUTH RUBEL WAY, PD-2006-014, E-2006-055.Review of a request for an extension of time for a Planned Development Permit to allow the conversion of 208 multi-family rental units to airspace condominiums. The project site is 18.75 acres and is located within a PD/R-2 (Planned Development/Medium Density Residential) zoning district, Assessorís Parcel No. 128-128-010. (Project Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to March 19, 2013.

d.†††††††† EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR SKYWAY BUSINESS PARK, 3070 AND 3130 SKYWAY DRIVE, PD-2007-016. Review of a request for an extension of time for a Planned Development Permit to allow the subdivision of an existing multi-tenant industrial property from two lots into ten lots under Tract 5931; some of the lots would be smaller than the 15,000 square foot minimum allowed by the current PD/M-1 (Planned Development/Light Manufacturing) zoning district, Assessorís Parcel Nos.111-292-001 and -022. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to April 3, 2013.

e.†††††††† EXTENSION OF TIME FOR A MASTER PLANNED DEVELOPMENT PERMIT AND DESIGN GUIDELINES FOR THE BETTERAVIA INDUSTRIAL PARK (ZIMMERMAN), LOCATED NEAR THE NORTHEAST CORNER OF SOUTH BLOSSER ROAD AND WEST BETTERAVIA ROAD, PD-2009-006, E-2009-025. Review of a request for an extension of time for a Master Planned Development Permit and design guidelines for the Betteravia Industrial Park to allow future development on thirty-eight (38) industrial lots, in a PD/M-1 (Planned Development/ Light Manufacturing) zoning district, Assessorís Parcel No. 117-330-082. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to April 6, 2013.

 

 

PUBLIC HEARINGS:

2.                  CONDITIONAL USE PERMIT FOR THE HONDA AUTO DEALERSHIP, 2175 SOUTH BRADLEY ROAD, U-2010-014, E-2010-016. Review of a Conditional Use Permit to allow an apartment or living quarters for the owner, caretaker, or occupant of the Honda Auto Dealership located in a PD/C-2/Auto Overlay (Planned Development/General Commercial/Auto Overlay) zoning district, Assessorís Parcel Number 128-136-041. The environmental review for this project was completed as part of the Environmental Impact Report E-99-54. No further environmental review is required. (Planner: Bill Scott)

3.                  GENERAL PLAN AMENDMENT AND ZONE CHANGE FOR THE City of Santa Maria POLICE STATION, 1111 WEST BETTERAVIA ROAD, GPZ-2011-003, E-2011-046. Review of recommendations to City Council regarding a Negative Declaration of environmental impact and an amendment to the General Plan (Land Use Policy Map) from LI (Light Industrial) to CF (Community Facilities) and a zone change from PD/M-1 (Planned Development/Light Manufacturing) to PF (Public Facilities) on a 5.1 acre parcel located at 1111 West Betteravia Road, Assessorís Parcel No. 117-330-090. (Project Planner: Greg Stones)

1.††††††† By resolution, recommend that the City Council authorize the filing of a Negative Declaration, E-2011-046, for the Santa Maria Police Station Project, GPZ-2011-003, as shown on Exhibit A of the Planning Commission resolution, incorporated herein by reference; and

 

2.††††††† By resolution, recommend that the City Council:

a.            Amend the General Plan (Land Use Policy Map) of the 5.1 acre site FROM LI (Light Industrial) TO CF (Community Facilities), as shown on Exhibit B of the Planning Commission resolution, incorporated herein by reference; and

b.††††† Rezone the 5.1 acre site FROM PD/M-1 (Planned Development/Light Manufacturing) TO PF (Public Facilities and Institutional), as shown on Exhibit B of the Planning Commission resolution, incorporated herein by reference.

4.                  GENERAL PLAN LAND USE MAP VALIDATION FOR City of Santa Maria, SP-2012-0007, E-2012-0006. Validation of the General Plan Land Use Map for the City of Santa Maria. This project is a Class 6 categorical exemption. No further environmental review is required. (Project Planner: Greg Stones)

a.                  Approve the reformatted and colorized version of the Cityís General Plan Land Use Policy Map as shown on Exhibit A of the Planning Commission resolution, incorporated herein by reference; and

b.                  Set the purchase price for the updated color version of the General Plan Land Use Policy Map at twenty-five dollars ($25.00).
