This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

Review of a request for an extension of time for a Planned Development Permit to allow the construction of 70 small lot single family homes located in a PD/R-3 (Planned Development/High Density Residential) zoning district, Assessorís Parcel Nos. 128-090-023 and 109-010-029. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to June 19, 2014.

b.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE REFUGIO TOWNHOME DEVELOPMENT, NORTHWEST CORNER OF WEST MCCOY LANE AND PROFESSIONAL PARKWAY, PD-2006-004, E-2006-011. c.                  EXTENSION OF TIME FOR A MASTER PLANNED DEVELOPMENT PERMIT AND DESIGN GUIDELINES FOR THE BETTERAVIA INDUSTRIAL PARK (ZIMMERMAN), LOCATED NEAR THE NORTHEAST CORNER OF SOUTH BLOSSER ROAD AND WEST BETTERAVIA ROAD, PD-2009-006, E-2009-025. Review of a request for an extension of time for a Master Planned Development Permit and design guidelines for the Betteravia Industrial Park to allow future development on thirty-eight (38) industrial lots, in a PD/M-1 (Planned Development/Light Manufacturing) zoning district, Assessorís Parcel No. 117-330-082. d.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR BARCELLUS PLAZA, 502, 510, AND 524 EAST BARCELLUS AVENUE, U-2008-032, E-2008-032. Review of a request for an extension of time for a Planned Development Permit to allow the construction of three office buildings totaling 24,046 square feet on 2.37 acres located in a CPO (Commercial Office and Professional Office) zoning district, Assessorís Parcel Nos. 128-067-020,
-021, -022, and -023.

2.                  DOWNTOWN SPECIFIC PLAN DEVELOPMENT REVIEW PERMIT FOR HANCOCK TERRACE APARTMENTS, 510 Ė 630 EAST BOONE STREET, DSPDR-2012-0001, E-2012-0040. Review of a recommendation to City Council regarding a Downtown Specific Plan Development Review Permit to allow the construction of 262 apartment units contained in four apartment buildings, a 3,515-square-foot community center, associated parking, landscaping, common recreational facilities and public multi-purpose trail improvements located on a 9.53 acre site in the Downtown Specific Plan Railroad Loft zoning district, Assessorís Parcel Nos. 125-150-004, 125-200-039, -040 and -041. The environmental impacts resulting from the project were analyzed in the Final Environmental Impact Report (FEIR), E-2004-001, (SCH#2007041105), for the City of Santa Maria Downtown Specific Plan certified on October 21, 2008. 3.                  DOWNTOWN SPECIFIC PLAN DEVELOPMENT REVIEW PERMIT FOR FALLAS FOR A NEW DEPARTMENT STORE WITHIN AN EXISTING VACANT BUILDING, 201 TOWN CENTER WEST, DSPDR-2013-0001, E-2013-0005. Review of a recommendation to City Council regarding a Downtown Specific Plan Development Review Permit to allow the establishment of a new department store in an existing 85,900-square-foot building in the Downtown Specific Plan Town Center zoning district, Assessorís Parcel No. 123-280-003. This project qualifies for a Class 1 categorical exemption based on Section 15301 of the State CEQA Guidelines. No further environmental review is required. (Project Planner: Neda Zayer)
