This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. a.                  EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE SANTA MARIA FREEWAY CENTER, 1000 EAST BETTERAVIA ROAD, PD-2002-020, E-2002-041. Review of a request for an extension of time for a Planned Development Permit to allow construction of one gas station (with mini-mart and drive-thru car wash), two drive-thru restaurants, one conceptual sit-down restaurant and a multi-tenant building in a PD/FS (Planned Development/Freeway Service) zoning district, Assessorís Parcel Nos. 128-136-008 and 128-136-009. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to December 5, 2014.

b.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE SANTA MARIA FREEWAY CENTER INTERCHANGE DIRECTORY SIGN, 1000 EAST BETTERAVIA ROAD, PD-2008-010, E-2008-052. Review of a request for an extension of time for a Planned Development Permit to allow construction of a 70-foot high, 193 square-foot interchange directory sign in a PD/FS (Planned Development/Freeway Service) zoning district, Assessorís Parcel No. 128-136-009. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to January 15, 2015.

c.                  EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR RITE AID, NORTHEAST CORNER OF NORTH BROADWAY AND EAST ALVIN AVENUE, PD-2006-026, E-2006-097. Review of a request for an extension of time for a Planned Development Permit to allow the construction of a 17,272-square-foot retail building with a drive-thru pharmacy in a PD/C-2 (Planned Development/General Commercial) zoning district, Assessorís Parcel Nos. 121-071-011 and 121-071-015. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to February 1, 2015.


d.                 EXTENSION OF TIME FOR BLOSSER COMMERCIAL #2, 715 SOUTH BLOSSER ROAD, PD-2007-001, E-2007-004. Review of a request for an extension of time for a Planned Development Permit to allow the construction of a 34,281-square-foot industrial building, located in a PD/CM (Planned Development/Commercial Manufacturing) zoning district, Assessor's Parcel No. 117-190-058. This project is a class 32 categorical exemption. No further environmental review is required. (Project Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to December 6, 2014.

2.                  CONDITIONAL USE PERMIT FOR SANTA MARIA BREWING COMPANY, 1451 FAIRWAY DRIVE, U-2013-0034, E-2013-0036. Review of a Conditional Use Permit to allow the establishment of a beer tasting room and beer growler (carry home beer container) refilling, factory tours and internet retail sales at a beer manufacturing facility in a PD/M-1 (Planned Development/Light Manufacturing) zoning district, Assessorís Parcel No. 111-760-017. This project qualifies for a Class 1 (Existing Facilities) Categorical Exemption. No further environmental review is required. (Project Planner: Bill Scott)

Review of a Planned Development Permit to allow the construction of a 260,000Ėsquare-foot facility for engineering, testing, assembling and manufacturing of hydrocarbon expander-compressors and turbines in two phases that would also include an electrical substation, electrical control house, test stand, aerial flare, railroad spur extension, containment structure, septic holding tank, two paint booths, one sandblast booth and various above ground water and gas storage tanks, Assessorís Parcel No. 117-820-002 (portion). The environmental impacts of the project have been analyzed in a Final Subsequent Environmental Impact Report, E-2013-0002, (SCH #2013071096) for the Atlas Copco Mafi-Trench General Plan amendment and zone change, GPZ-2013-0001. Review of a recommendation to City Council of a Negative Declaration of environmental impact for a General Plan amendment and zone change to allow the redesignation of 1.93 acres from LI (Light Industrial) to CPO (Commercial Professional Office) and 1.02 acres from HCM (Heavy Commercial Manufacturing) to CPO (Commercial Professional Office); and a zone change from 1.93 acres of PD/M-1 (Planned Development/Light Manufacturing) and 1.02 acres of PD/CM (Planned Development/Commercial Manufacturing) to 2.95 acres of PD/CPO (Planned Development/Commercial Professional Office). 2.                  By resolution, recommend that the City Council:

a.                  Amend the General Plan (Land Use Policy Map) of the 2.95 acre site FROM LI (Light Industrial) on 1.93 acres and HCM (Heavy Commercial Manufacturing) on 1.02 acres TO PD/CPO (Planned Development/Commercial Professional Office), as shown on Exhibit A of the Planning Commission resolution, incorporated herein by reference; and

b.                  Rezone the 2.95 acre site FROM PD/M-1 (Planned Development/Light Manufacturing) on 1.93 acres and PD/CM (Planned Development/Commercial Manufacturing) on 1.02 acres TO PD/CPO (Planned Development/Commercial Professional Office), as shown on Exhibit A of the Planning Commission resolution, incorporated herein by reference.

 


6.                  planned development permit FOR U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT FOR an office building, 740 WEST CENTURY STREET, PD-2013-0008, E-2013-0022. Review of a Planned Development Permit to allow the construction of a 12,700-square-foot office building to house a facility for U.S. Immigration and Customs Enforcement (ICE), use of barbed wire on perimeter fence, and six-foot-high security fence along the frontage of the property in a PD/CPO (Planned Development/Commercial Professional Office) zoning district, Assessorís Parcel No. 111-060-084. The environmental impacts of the project have been analyzed in a Negative Declaration (E-2013-0023) prepared for the C-4 McCoy General Plan amendment and zone change, GPZ-2013-0004. The environmental impacts of the project have been analyzed in a Negative Declaration (E-2013-0023) prepared for the C-4 McCoy General Plan amendment and zone change, GPZ-2013-0004.
