This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

APPROVAL OF PLANNING COMMISSION MINUTES OF JANUARY 16, 2012.

 

PUBLIC COMMENT PERIOD (not to exceed a total of 15 minutes):

Each member of the audience may address the Commission on any subject within the Commission’s business. Each member of the audience and each subject is limited to discussion of three minutes or as otherwise directed by the Chair.

 

 

1.                  CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.         EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR THE RICE DEPOT MERCADO, WEST OF DEPOT STREET, NORTH OF MORRISON AVENUE AND EAST OF THE SANTA MARIA VALLEY RAILROAD, PD-2009-003, E-2008-011. Review of a request for a one year extension of time for a Planned Development Permit to allow the construction of 30,804 square feet of retail commercial space, an 8,274 square foot grocery store, 9,347 square feet of office, ten residential apartments and 17,426 square feet of commercial manufacturing space in a PD/C-2 (Planned Development/General Commercial) and PD/CM (Planned Development/Commercial Manufacturing) zoning districts, Assessor’s Parcel Nos. 123-150-003, 123-150-004 and 123-150-014.  (Project Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to September 17, 2013.

b.                 PLANNED DEVELOPMENT PERMIT FOR CENTENNIAL SQUARE, SOUTHWEST CORNER OF MILLER STREET AND PLAZA DRIVE, PD-2012-0003, E-2012-0022. Review of a Planned Development Permit to allow the construction of 138 residential apartments with a recreation building, swimming pool, children’s play equipment, and landscaped open space within an existing and proposed PD/R-3 (Planned Development/High Density Residential) zoning district, Assessor's Parcel No. 128-066-033. The environmental impacts of this project were analyzed in a Mitigated Negative Declaration (E-2012-0022) prepared for the General Plan amendment and zone change, GPZ-2012-002. No further environmental review is required.  (Project Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, continue to the Planning Commission meeting on February 20, 2013, at the request of the applicant.

 

 

PUBLIC HEARINGS:

2.                  MODIFICATION OR REVOCATION OF PLANNED DEVELOPMENT PERMIT FOR A GAS STATION WITH A MINI-MART, CAR WASH, AND GAS PUMP CANOPY LOCATED AT 1144 WEST MAIN STREET, PD-2004-010, E-2004-007. Review of a modification to or revocation of Planned Development Permit PD-2004-010 based on failure to comply with conditions of approval relating to the construction of a gas station with a 2,500 square foot mini-mart, a 1,042 square foot car wash, and a 3,024 square foot canopy area in a PD/C-2, (Planned Development/General Commercial), zoning district, Assessor’s Parcel Numbers 123-011-003 and 123-011-026. The environmental impacts of this project were previously reviewed in a mitigated negative declaration (E-2004-007). No further environmental review is required. (Project Planner: Brian Halvorson)
