This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

1.                  CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.                  EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR FIRST CHRISTIAN CHURCH OF SANTA MARIA, 1550 SOUTH COLLEGE DRIVE, PD-2007-006, E-2006-072. Review of a request for an extension of time for a Planned Development permit to allow amendments to a previously approved Master Plan for the First Christian Church of Santa Maria for the phased development of up to 117,856 square feet, on a 15.75 acre site located in the PD/PF (Planned Development/Public Facilities) zoning district, Assessorís Parcel No. 128-174-003. (Project Planner: Bill Scott)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to September 5, 2014.

b.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR ENOS RANCHOS MERCADO, NORTHWEST CORNER OF BETTERAVIA ROAD AND COLLEGE DRIVE, PD-2011-005, E-2011-032. Review of a request for an extension of time for a Planned Development Permit to allow an 80,900-square-foot neighborhood shopping center, including six buildings and associated site improvements on a 7.8 acre site in a PD/C-2 (Planned Development/General Commercial) and an OS (Open Space) zoning district, Assessorís Parcel No. 128-078-010. The environmental impacts of this project have been adequately addressed in a Final Environmental Impact Report (EIR), E-2002-060 (SCH#2007011082) for the City of Santa Maria Enos Ranchos (Entrada Este) Specific Plan Amendment, General Plan Amendment, Pre-Zoning, and Annexation EIR certified on February 19, 2008 (Resolution 2008-24). The project meets the conditions for the application of State CEQA Guidelines Section 15162 because the current project is substantially the same project as analyzed under the original EIR and no new significant effects have been identified, no further environmental review is required. STAFF RECOMMENDATION: By motion, approve the extension of time for one year to February 1, 2015.

c.                  EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR SIENA APARTMENTS, NORTHWEST CORNER OF BLOSSER ROAD AND SONYA LANE, PD-2010-003, E-2010-013. Review of a request for an extension of time for a Planned Development Permit to allow the construction of 211 apartments, including a community center, pool, spa, play equipment and landscaped open space located in a PD/R-3 (Planned Development/High Density Residential, 211 dwelling units maximum) zoning district. The environmental impacts of the Siena Apartments project were previously addressed in a Final Environmental Impact Report (EIR), E-88-10, and a Supplement to the EIR, E-2003-022, (SCH#90010930) for the City of Santa Maria Sphere of Influence Boundary Amendment and Concurrent Annexation Project certified on September 1, 1992. No further environmental review is required. (Project Planner: Brian Halvorson)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to October 6, 2014.

d.                 EXTENSION OF TIME FOR A PLANNED DEVELOPMENT PERMIT FOR FOUR NEW INDUSTRIAL BUILDINGS FOR PLATINO DEVELOPMENT, 2916, 2926, 2946, AND 2956 INDUSTRIAL PARKWAY, PD-2010-006, E-2010-031. Review of a request for an extension of time for a Planned Development Permit to allow the construction of four new industrial buildings totaling approximately 49,200 square feet on four lots, in a PD/M-1 (Planned Development/Light Manufacturing) zoning district, Assessorís Parcel Nos. 111-291-035, -036, -038, and -039. (Project Planner: Neda Zayer)

STAFF RECOMMENDATION: By motion, approve the extension of time for one year to August 16, 2014.

 

 

PUBLIC HEARINGS:

2.                  CONDITIONAL USE PERMIT FOR A MONOPINE AT OAKLEY PARK, 1300 NORTH WESTERN AVENUE, U-2013-0009, E-2013-0007. Review of a Conditional Use Permit to allow the construction of a 70 foot monopine at Oakley Park located in an OS (Open Space) zoning district, Assessorís Parcel No. 119-010-020. The project qualifies for a Class 1 categorical exemption. No further environmental review is required. (Project Planner: Neda Zayer)

Review of a mitigated negative declaration and a Conditional Use Permit to allow outdoor concrete and asphalt crushing, stockpiling and heavy equipment storage in an M-2 (Heavy Manufacturing) zoning district, Assessorís Parcel No. 117-820-001. Review of a mitigated negative declaration and Conditional Use Permit to allow the construction of a 221,317-square-foot produce freezer and processing facility located in the M-2 (General Manufacturing) zoning district, Assessor Parcel Nos. 117-024-036 and 117-024-039. 5.                  AREA 9 SPECIFIC PLAN CONCEPTUAL REVIEW (CPO TO RES), SOUTH OF BATTLES ROAD AND WEST OF A STREET, SP-2013-0035. A conceptual review to consider the rezone of 95.6 acres of CPO (Commercial Professional Office) to Residential, Commercial Professional Office, and Light Manufacturing zoning designations within the Area 9 Specific Plan boundary located south of Battles Road, west of A Street, and north of Carmen Lane. No environmental review is required. (Project Planner: Larry Appel)
