This agenda is prepared and posted pursuant to the requirements of Government Code Section 54954.2. By listing a topic on this agenda, the Planning Commission has expressed its intent to discuss and act on each item. In addition to any action identified in the brief general description of each item, the action that may be taken shall include: a referral to staff with specific requests for information; continuance; specific direction to staff concerning the policy or mission of the item; discontinuance of consideration; adoption, approval or disapproval or recommendation thereof.

PUBLIC COMMENT PERIOD (not to exceed a total of 15 minutes):

Each member of the audience may address the Commission on any subject within the Commission’s business. Each member of the audience and each subject is limited to discussion of three minutes or as otherwise directed by the Chair.

 

 

1.                  CONSENT CALENDAR: The consent calendar is approved with one motion. These items are read only on request of Commission members. Should anyone, including members of the public, wish to discuss or disapprove any item, it must be dropped from the blanket motion and considered as a separate item.

a.                  EXTENSION OF TIME FOR A CONDITIONAL USE PERMIT FOR BARCELLUS PLAZA, LOCATED AT 502, 510, AND 524 EAST BARCELLUS AVENUE (U-2008-032, E-2008-032).  Review of a request for a one-year extension of time for a Conditional Use Permit, originally approved in 2008, to allow the construction of three office buildings totaling 24,046 square feet on 2.37 acres located in a CPO (Commercial Office and Professional Office) zoning district. (Project Planner: Neda Zayer)

STAFF RECOMMENDATION: Approve the extension of time for one year to April 15, 2015.

b.                 EXTENSION OF TIME FOR A MASTER PLANNED DEVELOPMENT PERMIT AND DESIGN GUIDELINES FOR THE BETTERAVIA INDUSTRIAL PARK (ZIMMERMAN), LOCATED NEAR THE NORTHEAST CORNER OF SOUTH BLOSSER ROAD AND WEST BETTERAVIA ROAD (PD-2009-006, E-2009-025).  Review of a request for a one-year extension of time for a Master Planned Development Permit and design guidelines for the Betteravia Industrial Park, originally approved in 2010, to allow future development on 38 industrial lots, in a PD/M-1 (Planned Development/Light Manufacturing) zoning district. STAFF RECOMMENDATION: Approve the extension of time for one year to April 6, 2015.


 

 

PUBLIC HEARINGS:

2.                  PLANNED DEVELOPMENT PERMIT AND TENTATIVE TRACT MAP FOR CELEBRATION II, LOCATED WEST OF MILLER STREET, SOUTH OF INGER DRIVE, NORTH OF DANIEL STREET (PD-2013-0010, TRACT 5993, E-2013-0040). Review of a Planned Development Permit and Tentative Tract Map to reconfigure 3.3 acres of the previously approved 7.0 acre Celebration project to construct 11 two-story single-family detached units and two medical office buildings totaling 17,771 square feet in a PD/R-2 (Planned Development/Medium Density Residential) zoning district. (Project Planner: Neda Zayer)  

STAFF RECOMMENDATION: Continue the Celebration II project (PD-2013-0010, Tract 5993, E-2013-0040) to a public hearing on June 4, 2014.

3.                  PLANNED DEVELOPMENT PERMIT AMENDMENT TO PD-95-16 FOR J & D FABRICATION AND REPAIR, LOCATED AT 2360 WESTGATE ROAD AND 1332 JASON WAY (PDA-2014-0001, E-2014-0018). Request for a Planned Development Permit Amendment by J & D Fabrication and Repair to legalize expanded outdoor activity and storage and reduce the minimum required landscape area, located at 2360 Westgate Road and 1332 Jason Way on 2.58 acres in the PD/CM (Planned Development/Commercial Manufacturing) zoning district. Review of recommendations to City Council regarding a negative declaration and amendments to Title 12 of the City’s Municipal Code to establish Chapter 12-29B Cottage Food Operations, and other related amendments to Title 12 to add the definition and amend allowed uses in all residential zoning districts for Cottage Food Operations. (Project Planner: Peter Gilli)

STAFF RECOMMENDATION: That the Planning Commission take the following actions:

2.                  Recommend that the City Council adopt an ordinance to amend Title 12 of the Municipal Code (Z-2013-0003).

OTHER BUSINESS:

5.                  OVERVIEW OF THE HOUSING ELEMENT UPDATE 2015 – 2023 AND OPPORTUNITY FOR PUBLIC COMMENTS (GP-2014-0001, E-2014-0001).  An overview of the 2015 Housing Element updates project; and opportunity to receive public comment. The Housing Element is one of the seven required elements of the City’s General Plan, and provides a written framework for meeting the housing goals of the City. This periodic update to the City’s Housing Element is required to reflect recent changes in State Law, provide updated information on City housing programs, and to reflect the recently adopted Regional Housing Needs Allocation (RHNA) for the City.
