The City Manager's Office provides overall direction and coordination of City operations to ensure that the City Council's adopted service goals are met or exceeded, and that costs do not exceed budget restrictions. This office continually evaluates the City's organizational structure as it relates to requirements for effective, efficient and economical public service in furtherance of City Council goals and priorities. DESCRIPTION OF RESPONSIBILITIES:

The City Manager manages the day-to-day operations of the City. Acts as an advisor to the City Council on fiscal and City matters. The City Council sets policy, while the City Manager implements that policy. The Manager works as a facilitator, coordinator and catalyst, developing good working relationships and counting on and seeking out the support of the experts - City department directors, City staff, and the community.

To provide accurate and timely information and recommendations to the City Council in order to make informed decisions, implement policies and programs approved by Council, and manage the day-to-day operations of City services.

 2022-23 Goals and Objectives

  1. Develop a budget that addresses the City’s long-term financial obligations and priorities.

  2. Continue to implement projects eligible for one-time American Rescue Plan Act funding, with the objectives of reimbursing costs incurred and revenue lost as a result of the pandemic, investing in projects that can be completed within the required timeline, and increase ongoing revenue or reduce ongoing costs, and strengthen the City’s financial position.

  3. Continue upgrading and improving communications hardware, software, and security, led by the Information Technology division, to support departments and facilities, and improve public access and services.

  4. Relocate the City Manager’s Office staff within the remodeled City Hall offices.

  5. Complete the Smart City, Safe City vision plan, and operationalize its advisory committee and communication effort.

  6. Support the Economic Development partnership with the Chamber by employing structured project management approach to Downtown redevelopment and a coalition of support to the regional effort of expanding commercial activity at Vandenberg Space Force Base.

  7. Review and update personnel policies and procedures, municipal codes, City Administrative Memorandums (“CAMs”), and create an employee handbook.

  8. Establish a plan to implement all aspects of the Alignment Project, to create and sustain an organizational culture that continuously strives to improve the quality of City services and inspires customer-based solutions with an engaged workforce.

  9. Establish a performance management program in conjunction with the automation and implementation of the PERFORM Module to track employee performance to increase transparency and employee engagement between employees and managers/supervisors.

  10. Enhance organization-wide cybersecurity by implementing a variety of tools including multi-factor authentication, a cyber security analyst, and an artificial intelligence-based, security scanning platform to detect and notify IT staff of cybersecurity events.
