The Fire Department provides all risk emergency services, as well as public education programs, fire prevention, and life safety measures to the City's residents. These services support the Fire Department's mission of effectively preserving lives and protecting property. The department provides Emergency Services, which include pre-hospital emergency medical services at the Emergency Medical Technician I (EMT-1) level; response to structural, vehicular and vegetation fires, hazardous materials response, water rescue, trench rescue, public assistance and other emergencies. The department also administers a hazardous materials business plan program in cooperation with Santa Barbara County.

Description Of Responsibilities

The Fire Chief is responsible for policy and general direction for the Fire Department; provides administrative support for senior fire management staff, and actively participates as a member of the City management team. The Chief represents the City regarding fire and life safety issues on a regional and statewide basis. Additionally, the Chiefs' office provides financial oversight, advanced planning, intra agency coordination, and deals with issues of Community concern.

Mission Statement

The principle mission of the Santa Maria Fire Department is the preservation of life and the protection of property within the City of Santa Maria. Our services will be delivered in the most efficient, cost-effective, and professional manner possible.

2021-22 Goals and Objectives

  1. Complete and deliver the department’s Strategic Plan along with updated Standards of Cover to management.
  2. Establish and implement annual performance measures for emergency management operations, to include one emergency operations center (EOC) activation, hosting and conducting classes relevant to EOC operations, and completion of some portion of personnel training.
  3. Develop a comprehensive multi-year year plan to address current and future operational needs of the prevention division, manage revenue of projected user fees to operational expenses, and develop a comprehensive strategy and plan for conducting investigations.
  4. Evaluate the Fire Department’s current level of Emergency Medical Care (EMS) provided to the community, seek areas of improving pre-hospital care and services, and participate in county-wide discussions of mutual concern that look to improve overall EMS care including dispatching closest resource regardless of jurisdiction for the betterment of timely medical care.
  5. Produce and publish GIS dashboard tracking key performance indicators of Suppression, Training and Prevention functions.
  6. Comprehensive review and revision of the Fire Department’s succession plan program for all positions, with implementation, so there is a clear and achievable path to every rank within the organization in collaboration with Local 2020.
  7. Continue to pursue, with support from the Information Technology division, avenues for improvement of the City’s VHF/UHF radio system and hardware to ensure a reliable means of communicating with mutual aid resources, as well as providing a reliable back up to the City’s digital radio system.
  8. Continue analyzing on-the-job injuries, costs related to loss of work and medical treatment, as well as develop and implement strategies to reduce their occurrence and severity.  Support and improve access to behavioral health programs.
  9. Analyze response and workload distribution in order to develop and implement a strategy to support the needs of the community assisted living facilities with resource availability in the City.
  10. Review and edit the Integrated Regional Multi-Hazard Emergency Response Plan for the Cities of Santa Maria and Guadalupe.
