The Department of Public Works/Engineering is responsible for ensuring that City-owned transportation infrastructure and facilities, transit services and capital improvement programs are designed, engineered, constructed, maintained and/or modified in a presentable and safe condition. The department coordinates a variety of activities and services including the preparation of plans and specifications for public works related construction projects; the design and inspection of public facilities; ensuring the proper installation of all public improvements made in new subdivisions, such as streets, curbs, gutters, sidewalks, water mains, sewer lines, and drainage; and provides custodial service to City facilities. The Streets division is responsible for preventive and regular maintenance of streets and appurtenant facilities. Santa Maria Area Transit (SMAT) system provides a regional public transportation service.

Mission Statement

To effectively provide public works services to all City residents in a courteous, responsive, responsible and efficient manner.

2021-22 Goals and Objectives

  1. Identify key internal stakeholders from each Department and conduct a fleet, facility, and construction needs assessment to document service and operational enhancements to meet current and future organization-wide needs.
  2. Coordinate with the Finance Department to survey transit data and financial reporting over the previous fiscal year to identify late or incomplete submittals. Collaborate with Finance to upgrade process and remove operational barriers to on-time submittals.
  3. To support planning, environmental, and design progress of a new interchange at Highway 101 and Broadway (State Route 135) to accommodate growth and support economic development, prepare and submit Intersection Control Evaluation and Traffic Operations Analysis Report to Caltrans for review and comment.
  4. Finalize design for decorative crosswalk project selection at Broadway and Main, and Main and Cook and submit to Caltrans Encroachment Permit division for approval, in preparation for construction in 2022-23 after Caltrans signal projects.
  5. Prepare and update work plans for Public Works divisions to ensure the accomplishment and implementation of goals and objectives and success of initiatives.
  6. Adopt a Local Roadway Safety Plan that creates a framework to identify and analyze roadway/intersection safety issues, recommend improvements, and qualify for Highway Safety Improvement Program funding.
  7. Collaborate with the Community Development Department on the update of the General Plan, identifying circulation network needs to meet projected growth.
  8. Restore transit services using a multi-tiered approach that removes barriers to ridership and right-sizes public transit to new post-COVID ridership demands with an increased focus on passenger safety.
  9. Inspect all SMAT bus stops and identify upgrade needs including shelters, lights, ramps, and signs.  Prepare a prioritized replacement list. 
  10. Initiate Automatic Vehicle Locations ITS system pilot project and digital bus pass with Modeshift and Tripshot to enhance transit data gathering and improved rider experience.
